USMLE step 3 and eligibility in different States

As far as I understand, there are some states that do NOT require residency training to take Step 3 ( ei. Florida). If one takes step 3 under the florida eligibility, and then has a match for a residency position in any other US state, will they recognize this Step 3 PASS status eventhough other states requires the 1 year of training?

Yes, the Step 3 will be recognized, but you won't get a full license until after the state's own rules are fulfilled.

Example. Dr. A takes Step 3 in Connecticut (no PG training requirement) and matches in Oklahoma (1 y PGT requirement). While the Step 3 will be accpeted, it won't be valid for the purposes of licensure until after a year of postgrad training.
