UT Austin's Counseling or School Psychology Ph.D.

I very much want to get into one of these two programs. Does anyone have opinions on which program is better? I'm a school psychologist, but the masters program provided very little counseling emphasis, so I'm sort of considering going that route for the phd. Also, does anyone have tips on how best to get into either of these programs at UT?
