I had an interview at Vanderbilt yesterday. I was talking to someone in the admissions office about how things work. I don't know if this has been posted yet, but here's what I found out.
1. Secondaries are not used at all to determine who gets an interview.
2. They know that people are upset about paying the fee for no reason. They're going to be more explicit next year that you don't need to submit the secondary and fee until after you get an interview invitation.
3. Interviews are open file, but interviewers do not get your secondary even if you have submitted it already.
4. The secondary is only used by the committee when it reviews your file after an interview.
