VA's HPSP

I know the VA periodically offers a scholarship similar (in name and in funding) to the armed forces version. Has anyone on this forum been awarded or know more about information regarding the stipend amount? Is it the exact same amount as the more known HPSP scholarship? Information on this is fairly sparse and I have no contact information.

This came up in the past a couple years ago. I have never heard of the program actually being put into use nor heard of anyone who has been through the program.
