Vascular Surgery w/o Gen Surg

I heard someone say that some programs were going to start offering 5-year vascular surgery residencies that would match graduating med school seniors, essentially bypassing general surgery training. Apparently, graduates from these programs wouldn't be eligible to be board certified in general surgery, but they would cut 2 years off their training. Does anyone know which programs will offer or are considering offering these 5 year programs?

I heard a speaker mention that this proposal is in the works. That was back in September or October. He also mentioned the proposal includes plastic surgery. I believe the proposal includes oneor two years of general surgery then the branch to plastics or vascular, similar to residencies in orthopaedics, urology and otorhinolaryngology.
