I have an MMI coming up next week, and was finding conflicting info on this - are you supposed to restate the prompt to the interviewer if it is an actor-based scenario? It seems awkward, but I don't know what the standard is.

You can do whatever you want. I don't know where you heard the restating the prompt thing but you should get to the point and answer the question. The most annoying thing on MMIs is students who try to hedge by playing both sides and before you know it, the time is up and you still don't have an answer. Just launch into your answer with some basic structure.

Paraphrasing key details I think is fine but I wouldn’t just repeat the prompt
 
I would begin with something along the lines of "I recognize the challenges in this scenario, such as x, y, and z." Acting as an introductory sentence to show you understand what is being asked of you, but not coming off as robotic as you would by straight-up repeating the prompt.
