I understand not properly documenting dispensing narcs, but suspicious sales?
I just think it's wrong to focus on the pharmacy dispensing and not on the people prescribing and enabling the abuse. Walgreen's should pay, but the DEA shouldn't be so hawkish and have pharmacist's fined for being bad detectives filling (technically) legal prescriptions.
