That GPA is not competitive for MD. And 1 year is not enough to make up for 3 poor years for DO either. I would suggest a post-bacc (30 upper division science credits) and delay applying till next cycle. EC-wise, keep volunteering at the soup kitchen, otherwise you are good there.

You are a good DO candidate but I would plan on postbac courses if you have any upper level courses available.
Do you think I could take these courses at a CC or would it be frowned upon since I graduated from a 4 year institution?

Since you live in California, you should check your options for postbac coursework. I know you may only have CC options if you want to do a DIY unless you do an extension program or participate in Consortium programs. (Please correct me if appropriate. )
