Are these schools that don't weigh research heavily?

Definitely applying to all UCs, but I'm not sure what other schools to apply to outside of Cali. Is it worth a shot applying to Kaiser, NYU, Stanford, Mayo?..or am I just not competitive enough?

Good job with what you have accomplished. You should access the MSAR to get a better handle of your chances as an OOS applicant, then followup with some networking with current medical students and recent graduates as much as you can (AMSA at least). I would ask you why you think you aren't competitive (what aspects of your application), and what resources you have available to help you with personal statements, interviewing skills, and networking skills. If proximity to home/California is important to you, then that should drive you in narrowing your list.
