U Florida and Florida State (only 4 last year) admit few non residents. You could add any of your OOS schools (except Utah)

Your application is excellent; research experience is more than fine - and you have a publication.

I think your strategy is pretty good. Just make sure to see how some of the Florida schools view "resident" status. Otherwise remove Utah, and consider some schools in the NE: Jefferson/Temple/Columbia/Pitt/NYU/Cornell/Sinai/Drexel/Penn

Florida is more OOS friendly than most states other than FSU, so that's a slight advantage.
