want to change eligibility period!!!!

Hey I need some help here IMGs:

I want to extend my eligibility period but I didn't send form 183 to ecfmg yet. How can I change my eligibility period? Do I need to send form 183 first and then change eligibility period and send form 183-E?

Or can I extend eligibility period without actually be certified?

This is what shows up in my IWA menu, nothing about request eligibility period extension:
