I do not really understand what this certification BS is for but anyway, not sure how to answer this question. Shoukd I wave or not wave this right?

As a general of rule of thumb, you're supposed to waive every one of your god-given rights. SO yes, go ahead and waive this one too.

They don't require you to waive it, just like you can't require them to accept you.
 
Federal law gives you the right to access everything that the school has in its files about you. (Professor's private files that are not accessible to anyone except the professor are an exception to the law.)

While it is wise to waive your right to LORs, so that the LOR writer can be candid in his opinion of you; there is little point in waiving your right to the factual statements in a dean's certification. You'd certainly want to check the certification to be sure that it is accurate regarding your record on campus. Like a credit report, incorrect information could derail you and you would never know why unless you had access to the document.
