Ugggghh. Dude. No downloading. Even when there was downloading, you couldn't filter until you did it. All it means is that they don't want you to call them.

I wouldn't assume that at all, honestly. Probably just a note letting you know your application is complete and you may (or may not) be considered.

In other words, don't call in a week asking if they've gotten your newest LOR, looked over your PS or saw that random grade on your MSPE. We literally get these calls quite often from applicants, and it's honestly mind-numbing.
