I was born in the U.S., but my parents emigrated from a middle eastern country over 30 years ago. Would I still be considered a minority

Well...technically you are a minority for identity purposes...just not an underrrepresented minority.

But in terms of what you would put on paper: You would put caucasian

yeah...for the most part

for e.g.....African Americans (from African), who were born in Africa and immigrated to the states are still considered URM.

Well, many modern physical anthropologists would most likely side with you on this argument you had with your teacher, but forms and applications aren't friendly to free-thinkers. You are most likely classified as a caucasian, because like it or not, we are still using an antiquated taxonomic system for race. In which case, pick your poison from this list:

Caucasoid
Mongoloid
Negroid (Capoid or Congoid)
Australoid

Someone from the ME would fit into the caucasian group.
