...when the school says your app is on the Dean's desk to be signed? ...and I haven't had an interview yet? Does the Dean usually sign every app that comes through (regardless of interview or rejection)?...or just one's for interviews? Thanks.

I've never heard of that, so I can't be of any help. I'd say that if you note which school it is, someone who knows about that particular school may be able to explain it. 🙂
