What does it take to be considered an in-state applicant?

I'm grew up and did undergrad in state A, but I will be doing a few gap years in a lab in state B. For which state will I be considered an in-state applicant if I am applying during my time in state B?

I believe states each have their own residency requirements, so if you want a more helpful answer, we'll need to know which states.

Grew up in NY.
Gap years and applying while living in Maryland.
