What happens for residency if pre-clinical AND clinical years are P/F?

UCLA is P/F currently for both pre-clinical and clinical years, and it appears unclear if they will go back to tier grading for clinical. In the case of everything being P/F, how are residency decisions made? Would it solely be on research and letters of recommendation? I'm not sure if I should see all P/F as a strength or weakness here, and would appreciate any thoughts. Thank you!
