What happens when a waitlist is exhausted?

Are there rules governing who could be pulled next?

That rarely, if ever, happens. And if it does happen, they'd probably only be a couple of students short of a full class come matriculation.

The "less desirable schools" will typically accept many more students than can actually matriculate, not including their waitlist.

I'm guessing the lowest rates of acceptances/class size are places like Mayo and Harvard and the average is 2 acceptances per spot at most places.

Case in point, I doubt this has happened in the past 10 years.
