What tells you an applicant is "specialty-minded"

For program directors/interviewers, what about an applicant or their application/interview tells you that they have fully explored EM and are legitimately dedicated/interested in the field? Do you look at any ECs (i.e. contribution to FOAM resource), certain electives, what they say in their interview, etc.
