Well, generally, the idea is that there are three core parts of an applicant:
(1) GPA
(2) PCAT Score
(3) Extracurriculars
If you score high in any 2 of those 3 areas, you should get into Pharmacy school (on a case-by-case basis, of course). I knew a guy, had a 99 PCAT, 4.0 GPA, Organic Chem major -- didn't get into Pharmacy school. He was a huge jerk with an over-inflated ego, and I think he must have bombed all of his interviews. I almost wouldn't have believed he really had a 4.0 and 99 PCAT if he hadn't waved it all over the place. He was pretty awful... All I'm saying is there are always exceptions to the rules.
A 3.8 GPA is very good, but you need to look more at your cumulative GPA and Science/Math GPA (which are fine, I'm sure).
Score at least a 70 percentile on the PCAT, and you'll (or your cousin, whoever) definitely get into Pharmacy School.
Some Pharmacy Schools will accept a 50 PCAT, so you would need to do some research.
And of course, you want to have some experience either in the health sciences field or in leadership roles.
