Of all the dumb questions Ive asked in my life, could some be so kind and tell me where do I mail the Secondary Application for PCOM and PCOM-GA?

I'm not applying to the Georgia campus but am applying to the main one. The address you mentioned is the one I sent mine to. I think all should be good.

You are correct. Send them both to Philly and just designate GA Campus (as you did above) for that essay.
