When do new rates for consolidation get announced?

and where do we find out what those new rates are?

Sorry, I'm wrong. The new rates will be "announced" at the end of this month. July 1st is the day that they will actually go into effect.

The 91-day T-bill auction is tomorrow (May 28). The Stafford loan rates are based on the 91-day T-bill rate and, while I cannot guarantee that tomorrow's auction determines the 2003-2004 interest rate, I am pretty sure that it does based on what I have read and heard.
