When do you apply if you are retaking in August??

12P 10B 6V... I have no idea what went wrong with my verbal score. I was getting 10+ on the Kaplan practice tests. But now I am wondering what i should do. I am definitely going to retake it in august cause i know that i can improve, but when should i apply??? My GPA isn't that great (3.4) and i have pretty good EC, but i'm afraid that schools will just discard my app. and never look at it again if I apply now. Any advice???
