When to write a LOI?

Sorry if this has already been asked but whenever I type in LOI, it says it can't find anything, which is clearly wrong

Anyway, when's the best time to write a LOIntent? I've already had the interview and will find out about acceptances/waitlist/rejections in one week, and I know it's where I want to go. Is it too late to matter now, and should I just hope I get in, and if not, write one if I'm on the waitlist? Or should I go ahead and submit one tonight?
