Normal/reference ranges are typically established based on the assay/method used and local patient population or they're published in the assay package insert or population research study and then verified in the local patient population. So they often vary by analyzer/institution.
A lot of clinical lab textbooks have general reference ranges in the back of the book. Otherwise, it's usually given to you in the EMR or on the exam, etc.
