alot of programs have cutoffs scores for IMG candidates, some programs use the 85 as a cutoff and others 90. So you best bet is to go program by program and searching what are the application requirements for IMG's.

Others programs dont have cutoff. It depends on the program.

The east coast is very IMG friendly so you shouldnt have any problem putting up a list of 20-30 good programs.
