Is it just Harvard, or are there others (that cancel tuition payments or charge $0 for tuition to students from poor families)?

I believe you're misinformed. Harvard does not charge 0 to students from poor families. All students are required to take out what they call the "unit loan" which is usually around 27,000. Harvard then averages in your family contribution and covers the rest. There is no 0 charge for anyone.

He's confusing Harvard's undergrad policy (where they do cover 100% tuition for students from families below a certain income level) with their med school policy, which still requires the unit loan every year.

Harvard and Yale require no parental contribution for households with income under 100. If your income is under 100k at Harvard or Yale they'll basically match you up to COA from your unit loan based on need. So roughly if you're household income is under 100k, you'll get a 2/3 scholarship COA-unit loan=scholarship=(80-75k)-(30-25k)=50k scholarship.

If you're from a lower middle class family, this makes Harvard and Yale (and other schools with the unit loan concept) amazing.
