Which of these schools favor/don't favor Out-of-State Applicants?

UConn, the SUNYs, VCU

I'm just trying to finalize my list and I'm not sure if it would be worth it to apply to these schools if they don't even bother with out-of-state applicants. Any help/advice would be appreciated! Thanks!
