Why does a school choose MD/DO?

I ask this question in regard to recently opened M.D. and D.O. schools, especially private ones. I may be totally ignorant here, but aside from the D.O. specific OMS stuff, how do requirements for a medical school to be M.D. or D.O. vary such that they go one way or another? Are the school licensing bodies that different in what they require?

I'm a foreigner who has lived here a few years and never understood the parallel medical school systems. Also, throughout the admissions process everyone seems to emphasize that D.Os are able to get into many of the same residencies as M.Ds and (and thus presumably the level of preparation overlaps a lot.) Is it just happenstance everyone goes along with?

I don't mean this to demean any career choice, and please pardon my total ignorance.
 
DO schools are easier to open as COCA doesn't have quite the same stringent requirements as LCME (well in theory, CNU might be their undoing). They don't have the same research requirements and some other stuff like that.
 
I swear, it seems like there are people who get together and say, "Hey, let's open a DO school! You get your cousin Frank to be the Dean, I'll be Dean of Admissions and you can be the Dean of Curriculum. And we can use my Aunt Mary's garage for a classroom"!

Gonnif may remember my analogy from the old Andy Hardy movies with Mickey Rooney and Judy Garland.
