Why is this publication worthy? What am I missing?

I am trying to write a case report in the Journal of Clinical NSG. I was doing research of some of the residents at certain programs and looking at which other magazines they were successful in having their case report published. I ran into one UCLA Intern's publication, and curious as to how this is publication worthy.
