Will IR residency graduates of the future get paid less than IR fellows?

Just a question I though I'd ask, since IR will be called a residency and not a fellowship (even though the training is the same).

I wonder how this will directly affect reimbursements?

Something being a fellowship doesn't in any way mean it necessitates more reimbursement. Look at pediatric EM, ID, etc. IR will likely see similar reimbursement cuts as most fields moving forward, and it will have nothing to do with changes in training structure and everything to do with the ACA and ACOs.
