word limit: characters with space or without space?

in secondaries, when they ask for specific character limits, do they mean spaces or nospaces?

Secondary character limits include all characters, including spaces. As such, to save characters, you should single space between sentences and single space between paragraphs (instead of indenting... one space gives you more leeway than the five needed to indent.)
