Would trend be taken into consideration if every yearly GPA is >3.7?

Say if someone's cGPA breakdown by year is 4.0 -> 3.9 -> 3.8 -> 3.7, would this constitute a concerning downward trend?

I would say no, as long as the classes have continuously gotten more difficult and more advanced. However, if you are taken less classes each year, and your GPA still goes down, then perhaps.

Doubt it matters. Grade trends, as you implied with your question, only really become significant if they are very steep....4.0 to 3.7 is a small hill, not a mountain

Classes tend to get harder, more involved, and more time consuming as you go farther in college.
A student who never drops below 3.7 should not worry at all about their grades
