WREB for Specialties

If you plan to do ortho residency in a different state that takes either WREB or NERB, are you required to take the WREB or NERB accordingly in order to be an ortho resident in that particular state? What about after graduating from the residency program? What if you plan to move to NY after residency? etc
In addition, how does one obtain a Limited License in order to pursue residency in a specialty program?
