Ok, you go to the interview, and a few weeks later they mail you a letter indicating that you have been put on an alternate list. They ask you to let them know in writing that you would like to stay in the alternate list.

Is e-mail sufficient or do you send them some official letter in an envelope?

I think that if you really want to go there, you should send either a letter of intent or at least a letter of interest. To me, an email seems like you are not interested.
 
write them a damn letter.
