Medicare is the one who defined this clinic as "provider based", according to this pamphlet. It was not your nemesis of some hospital CEO.

This brazenly reinforces the sad fact that everyone who bows down before the mighty god of Medicare, even if they fancy themselves to be their own boss, is nothing more than a "provider".

TLDR; Population healthcare, aka Medicare, is your enemy.
