Sorry if my question is stupid. When applying for residency, is your state of residence a determining factor of selection just like medical schools.

I've been told that there is a regional bias. The reasoning is something like they want you to be likely to stick a program out and if you have lived a long time in an area or have support then they feel better about your likely stability in the program.
