Prelim is a path I would recommend to no one and there is 0 guarantee you will get any categorical spot let alone what appear to be University or university affiliated categorical spots, I would always recommend a categorical spot over a prelim unless you despise the program... Prelims beg and crawl for any categorical, apply to tons of programs, and many don't make it.
 
No offense, but your mentor gave you terrible advice. Always rank categorical. Chances of matching next year cut in half, literally, if you do prelim.
