I wouldn't recommend choosing a school for undergraduate education based on the potential for doing research in a specific field of medicine. Most universities will have adequate psychology departments that do research on psychiatric conditions. That being said I imagine that Penn being in a city with an abundance of universities and psychiatry residency programs will likely be the superior choice than Duke.

But getting back to my original comment however. I would recommend picking the school you feel more a fit in and the one who is giving you the most money. Almost all undergraduate level research is by in large somewhat detached from real theoretical meat and largely is grunt work that is more preparatory for a career in research broadly than specifically.
 
Doesn't matter at all. You will be able to do psych research at either place. Reputation of the research department will not matter in med school admissions, and although your undergrad reputation will, neither Duke nor Penn will hold you back (obviously). Beyond that, psych is not a very competitive specialty, and you can do more research in med school anyway.
 
These schools are in some pretty different locations, have you visited both and really feel no preference?
