Thanks for the question! It sounds like the underlying point of confusion is that membrane-bound enzymes -- even those facing the cytosol -- will not be found together with cytosolic enzymes after centrifugation. "Cytosolic enzymes" are those that are freely floating around in the aqueous environment, whereas membrane-bound enzymes will be found in the membrane fraction. Once you eliminate choice D, the Q becomes about which location is most likely given the role of thiokinase in converting FAs into their CoA derivatives.
