Since with secondaries there's probably more of a stagger in schools receiving them I'd wager that earlier would be better, at least for schools that do rolling admissions. But like SadAsian mentioned, it's not gonna do you any good if they're not good essays.
 
The faster your application is complete, the earlier you’re in the running for interview positions.

Like others have said, make sure you submit something that you’re proud of. It makes no sense to submit a pile of garbage faster than someone who takes two months to submit a masterpiece.
