Go through the normal application process, don't bring it up, but be prepared to discuss it if they do.

Many schools give you a chance to explain circumstances like that in your application. With your GPA being so high, I’m sure they’d take your explanation into consideration.

You could also ask admissions directly about it. My academics took a big dip as a result of a poor decision (I accepted a 42.5-hour workweek in a city 1.5 hours away during summer session), and I emailed them about it. They allowed me to submit a separate letter that they then attached to my file. The important thing in these situations is to own up to it. In my case, I demonstrated ways I learned from the experience.

If anything I feel like it will just be brought up during an interview and they would want to observe how you are going to defend that, or they just might make the interview experience a little bit more tense for you, with hard questions, an interviewer that is very cut throat, etc. But I am honestly just stating stuff off a hunch, can't say that is for sure thing, but you honestly won't know until you actually get to that point.

I think you'll be fine. Like everyone else said, your gpa is high so that's a plus, idk about your oat but assuming you do well on that and have ample shadowing and extracurriculars, I wouldn't expect that one thing to destroy your chances. Seems like it was an honest mistake and you didnt purposefully take your phone out to cheat. Just be prepared to discuss it and explain what you learned from it. It might also be worth it to apply to a decent number of schools (5-6 instead of the usual 3-4) to increase your chances.
