You have a lot more cons listed for Albany and it sounds like you're just looking for confirmation to pick Temple lol. If Temple's tuition is only 15k after your scholarship, it's not a huge monetary difference, so if it would make you happier to go to Temple then go there. True P/F is also a huge bonus for Temple

I can see how it is a huge monetary difference due to the living stipend--congrats on getting that!!!--but you sound much more excited about Temple. I think the tiebreaker hear is your URM status and how it is important to you, as well as your SO/friends/family location. If you're going to feel lost and disconnected from support systems in overwhelmingly-white upstate NY you won't do as well in med school.

The only exception here is if you truly feel that graduating with no debt would allow you to practice in underrepresented communities, or with some other passion project, in a unique way that will help you adjust to Albany. You sound like you know what's important to you.

Wow Albany must be bad if Full COA and STIPEND is worth turning down. I originally voted Albany because that is an insane offer but at the end what really matters is if you are happy.

Hey Albany student! Go where you are happy, I would like to say we do have a free clinic that people can volunteer at. I can’t argue the weather/older buildings. We are actively working to recruit URMs.
