Any reapplicants know if there is any truth to this statement?

I've never seen this to be true, and every one of my friends that reapplied waited the same amount of time as a normal applicant to be verified.

No clue, but I'd take this statement with a complete grain of salt.
 
I was a multi-time re-applicant and one year it still took 6 weeks like my first time, another time it took 1 week.

This is out of your control and not worth worrying about. you still want to apply as early as possible in case there are mistakes. I would not submit late on the off-chance you'll get verified faster.
