In-state at Wayne>Toledo in my uneducated opinion, especially given that Mayo>both, so if I were in that situation I would give the interview to another deserving candidate.

Suppose Wayne is the only place that accepts you.

How much is the expense? I concur with others that if Wayne > Toledo then you are probably set. However, both the Med School and Residency I ended up going to were the last interviews for both (by pure happenstance).

A good general rule: If the cost is slight and/or you have connections, go and you never know if you will love it. If the cost is great or you have zero interest, then go with the general consensus and drop it.
