Yes, only schools that received your primary app would have your personal statement.

Would you tell a high-stat reapplicant with a mental health disclosure in their PS to prioritize hitting new schools above all else?

1) Any school that you applied to in any past cycle will have your PS from the cycle you applied
2) Applying to new schools would seem advantageous
3) you are assuming that your PS is your issue without having presented the rest of the you application
