In my opinion, this type of question seems to be asking for a "growth" response, basically an overview of your experience, what you learned, and how you're going to proceed moving forward in this application cycle. The adcoms are likely already pretty knowledgeable about all the details and actual process of applying, so I think this question is really just an opportunity for you to show how you're a better candidate this year.

Agreed with the commentor above. I used this prompt to basically be like, "last application cycle, I realized that I had to improve _______________, from that, I also learned ___________." Just state why they should reconsider you, essentially.
