@gyngyn what's your recommendation about reapplying post-ii R at a UC? Let's say you get a secondary.
The UC's are all different...in this, and every regard.
Generally speaking, an immediate re-application after an interview/rejection is not high yield.

On a similar note if one gets waitlisted I'm under the impression that there arent large weaknesses since the school decided to extend an interview. While there are parts of the app that could be strengthened, it seems like it would be kind of marginal. Obviously interview performance could be improved but you cant really convey that in paper applications so what is there to be done? I suppose taking an extra 2 years would allow someone to mature though.

It still varies a lot by school, and by candidate.
The most common weakness among re-applicants to the UC (who were interviewed) is difficult to fix in less than a year.

Saying what the interviewee thinks the interviewer wants to hear instead of speaking from the heart.
