1. No. The only thing remotely similar I've heard have been in CARS for ESL speakers, but even that is just hearsay.

2. Thing is, if you're only looking at departments "strongest in your area of research" then you'll almost always come up with the few same schools, since those school are strong across most of their departments. It's never wise to plan for applying/acceptance to only these schools. Apply a bit more broadly (but only MSTPs seem fine to me). Know your research well (have a story like in papers, use "I" instead of "we" where possible in both applications and interviews) so you can rock any top interviews that you get invited to.
