You have a top tier application. You have a lot of state schools that will not be worth it: UConn, UC Irvine, Minnesota, UMass, Upstate, VTech, Colorado are likely low yield for you. Look at MSAR and how many OOS applicants these schools accept.

If you want some safer options you should consider Temple, Penn State, Drexel, TCMC - as you're from Pa. Also consider Cornell, Columbia, Mount Sinai, Georgetown.
 
Thanks for the suggestions! I took another look at MSAR; Colorado (94 OOS/86 IS) & VTech (34 OOS/9 IS) don't seem to be in state biased? Am I missing something here?
Can't speak for VT but CO is certainly OOS friendly I'm also from the northeast and know a few ppl who were accepted and one who is MS3 (had no ties). You can apply especially with your stats. If it's a school you're really interested in apply, but otherwise you will have plenty of opportunity elsewhere if it isn't at the top of your desired list. Goodluck! (not that you'll need it!)

Yeah I was not fully up to date with those statistics for Colorado, sorry about that; it seems OOS friendly enough so if you have a desire for Colorado go for it.
